The text that the writer of Luke was referring to was taken from the Septuagint, which was the Greek translation of the Hebrew scriptures. The Septuagint translated the Hebrew word "alma" which just means "young woman" as "parthenos". The writer of Luke definitely meant "parthenos" as "virgin" when he or she wrote the Gospel.
