The reason it looks weird is that it is a scaled down HDR (http://en.wikipedia.org/wiki/High_dynamic_range_imaging) photo. I would suggest that you check out the guy's web site...although it is in Russian, Google translation mostly works...although I have to love the admonishment to put links back to the site:
